Objectively false. State-sanctioned murders, in the form of executions or warfare, are emphatically meant to send the message "Do not fuck with the state."

Also a ludicrous statement. Killers are heroes all the time. Simo Häyhä killed over 500 people; are you going to say he's not a hero? No? Well, then it seems we're debating the context in which a killer can be a hero, and the word "certainly" doesn't really apply.
I'm not even totally cool with someone shooting an unarmed person in the street*, but if you're going to speak out against it, you have a responsibility, especially as a high-ranking official, to make accurate, coherent, and reasoned arguments.
*Not because you can't make a moral calculus argument for it, because I think in a simple trolley problem kind of way, you actually can, but rather because I see it as more of an appalling yet inevitable symptom of an unacceptable system rather than a commendable act in and of itself.
