Am I misunderstanding the article linked, or are they basing this on three cases spread over almost thirty years? Is that good science?

Yeah, that's kind of a wild conclusion they make lol. 3 cases of organ donors having undiagnosed rabies, and then applying that to all deceased organ donors and the entire number of deaths in the country based on the assumption that they all would have the same risk of rabies.
