Some sort of all-purpose mild "Cockney" character. They possibly sometimes work as an actor, as long as the character is also an all-purpose mild "Cockney" character.
Is he in the preview picture? The only thing I think I knew about him before actually was that he's 200th in line to the throne or something, but I don't know if that's really true.
