Agree 100%. I'm not ragging on the judge, it should have been in place, it's the lack of planning around the power grid. Maybe my comment was flippant, but you're not wrong.
Yeah, this would cost more than the prison itself probably. You're not demoing a residential building, these are reinforced concrete walls. I hate to play the dick card here, but they're felons. They're kinda supposed to have a really shitty experience?
We do have the 8th amendment. Also overheated people tend to be become agitated. That’s a good incentive to keep people more comfortable on its own in prison environment.

I fully expect this to be overturned by the Supreme Court, with the ruling determining that HVAC was not specifically mentioned in the constitution.

Doesn't need to be heaven, but should make sure it isn't hell, too.
