In my experience, Kagi doesn't force AI down your throat. It only triggers an AI summary if you end your query with a "?", and it does seem to be summarization of the search results.
Also, as per Kagi's pricing page, there is a higher tier for people who want more AI features as you are suggesting.

My city has a sick app for reporting these sorts of things! Just snap a photo and it tags the location and uses OCR to get the license plate number.

Why this instead of fixing the many issues with existing products?

People do often site the slow updates, but to be honest that's not been an issue because you can just install the newer version.
For example, I needed to update Pipewire for my audio out through HDMI to work properly. No issues so far 🤷
Truly that simple!
