People can easily get disinterested or sidetracked with life in an open world game and never end up returning to play it. A linear-ish great story will play like a movie which will improve playability years later
I think whatever the average life expectancy is at the time of elections, the maximum age you can be president would be 10 years less. That way they have a decade to sit in the garbage world they created
