They need several years of updates for firmware, baseband radios etc from the OEM, They also need a robust secure element, this is why spec requirements are as they are. Mainly for the end user's security & privacy can't have privacy without actual security.
The list was based on what devices the developers had on hand at the time. These devices are included in the latest release.

They mean the OS itself would still be able to be used anywhere that a person has access to the supported devices and manually installs it themselves.
Google Play Compatability layer would be able to make a stub or overide the age API requests for the google apps.
