WaSC will recieve the go ahead to raise bills to cover the improvements / investments they've made. OFWAT then accepts the business plans or rejects those who aren't meeting the targets.
I doubt a shit £10 kettle will last ten years. I do believe the durability goes up at the higher prices as we use a dualit architect tower kettle which is now closing in on ten years of use.

Water and Sewage Companies are unable to increase bills to cover penalties.
