The first is paying someone to vote and is outlawed by the law you cited. The second has a disconnect between the money and the vote. Everyone gets the money, even those that voted for the other guy. Thus it might be legal.

A round sing with a red circle around a symbol typically means the thing in the circle is prohibited. The red circle around a car icon means "no motor vehicles". Speed limit signs are the exception.
I've always seen Kelvin used to describe differences in temperature, since Kelvin has a real zero point and the steps are the same as Celsius. Or people just use °C because they don't know or care that it's technically wrong.
The dot commonly marks pin 1 of a part, whatever that means for a capacitor. I have never seen a polarised capacitor that is smaller than a microfarad. When choosing a replacement, I would go with an unpolarized capacitor. Even if the original was polarized, an unpolarized one will work.
I can't tell you what's wrong, but these shorted pads aren't it. They are added to the traces for extra thermal mass, a bit more or less solder doesn't hurt. If you look closely, all of the shorted pads are on the same trace of the PCB, so they would be connected anyways.

Windows has that button, but only if you right-click the drive in file explorer and select "eject". The dialog is very similar, but has the option to continue anyways. That option doesn't appear when ejecting from the taskbar.
Which is weird, because it means that Microsoft went out of their way to make two different, almost identical dialogs. And they made the better one harder to reach.
I've been very happy with my Feedback Sports Pro Mechanic repair stand. It's not the cheapest, but we'll worth it. Very stable and the ratcheting clamp makes adjusting for different tube sizes very easy.

I found this model to hang hot wheels tracks. You could use that or take the dimensions from it (use something like the measure tool in prusaslicer).

My university used Artemis to do basically what you're describing. Files are uploaded via git. But it seems like selfhosting would be a lot of work.
Hard to tell, a couple of the other components also look dirty. Are they just dusty, or is there some residue from a blown-up part?
What device are we looking at? I'm guessing some kind of power supply? What is the failure mode You're trying to fix?
