The guys waving are most recent four popes. I have no idea how it relates to the comic, but other people in this thread seem to perceive a strong connection.
I see it now, but.... Maybe there's a specific meme subculture that I just missed somehow. I think if there were a meta here that I was familiar with, I'd see it as funny. But, this is all new to me so it's just /shrug.
For the content that got me to understand it, it was the one with the original, but then the lines right next to it.

Someone else already said it's popes, as for how it relates to the comic, it's the arms.
Frame 1 = 1 arm up
Frame 2 = 2 arms up, one higher than the other
Frame 3 = 2 arms up, the same height
Frame 4 = 1 vertical arm, one horizontal arm.
