Robotics;Notes is really comfy, even though it actually does have a plot.
K-ON! is pretty great, I remember it being quite comfy, too. Haven't rewatched it in a while, though, maybe it's more hyper than I remember - there was no Yuru Camp to compare it to when I first watched it.
Isekai Isakaya - short miniseries about a western style restaurant that has its front door connected to a singular spot in another world. It also has little real life cooking lessons at the end of each episode.
Diary of Our Days at the Breakwater - it's one of the awwducational animes that I feel like the Japanese government pays for to introduce younger generations to traditional/outdoorsy activities. This one is about fishing.
Miss Shachiku and the Little Baby Ghost - it's just a moe so sugary sweet it hurts.
Kuma Kuma Kuma bear! - it's a fluffy isekai that doesn't have any real stakes or anything too severe happening. I'm working through the light novel since I heard it finished.. And honestly it's all so pleasant.
Ya boy Kongming - silly musical anime that just drops some three kingdoms lore into the modern day. I don't recommend dubbed as they didn't localize the rap battle towards the end.. And also didn't subtitle it.
Definitely Chihayafuru. Not CGDCT and perhaps too much drama for most to consider comfortable, but to me that's the most comfy place to be 🥰
And I must mention Manabi Straight! ofc, most underrated CGDCT of all time and also very comfy.
Edit: I must add though, it's manga but read Futari Escape, super comfy and hilarious.
I wouldn't really call Gakuen Utopia Manabi Straight comfy compared to other CGDCT anime, but it is very underrated indeed. It has some strong moments when the iyashikei really hits like when Mikan and Mei are on the roof.
"Comfy"? My go-to answer would be Aria (the Animation, the Natural, the Origination), but lately, that has been matched by Natsume Yuujinchou as my go-to when I just want to relax. There's also "Tanaka-kun is Always Listless" but it has enough humor that breaks the "relaxing" mood. Bakaramon might be a better match, but it isn't really fitting the bill.
Thus, my answer would be these two:

Non Non Biyori is a classic. For a lesser known one I put forward Tanaka wa Itsumo Kedaruge. Apart from that most good CGDCT anime have a strong Iyashikei component to them are very comfy. Classics are Lucky Star, K-ON!, Azumanga Daioh and Ichigo Mashimaro. For more modern takes on this type of anime the newer Kirara anime such as Kiniro Mozaiku, Gochuumon wa Usagi desuka and Yuyushiki are popular under "comfy bros".
I definitely get where you're coming from. NieA_7 was my first thought, which is another yoshitoshi ABe work. There is something cozy about his work, even though it can be intensely emotional at times.
It's not a comfy anime, but I've watched the first season of Psycho-Pass about three dozen times, and it's become so familiar to me that I find it comfy.
