I'm just speculating. The creators did say repeatedly they would stop the show when they felt it had run it's course. And the cancellation announcement they said it felt burned out.
Personally I think there's another layer with the WB acquisition but who knows. Have to take it at face value.
They had enough money and influence to buy out major countries across the globe, including the United States. It's not so strange to think that their top-secret weapons lab under a city stretched for miles, and has sections yet unseen.
