You jest, but a Texan company created an internet controlled rifle turret over 20 years ago. There was talk of using it for hunting, but I don't know if that went anywhere. The jump from that to hunting humans with flying drones is more one of morality than technology.
Also, in a similar vein, there are reports about wealthy people going to Bosnia in the '90s during the war on safaris to kill people. So the concept of allowing random civilians to participate is not without precedent either.
I really enjoyed the 2nd one, but 3 and 4 were so insane I can barely remember them. IIRC one was about the planet of people with genetically engineered OCD they'd turned into a religion, and the other one I can't recall right now. I don't think I hated them at the time but just felt like a different series, like you said. The Bean novels didn't go quite so far astray.
