This reminds me of the Judge ruling that NYPD isn't legally required to protect citizens. Where the police refused to help a stabbing victim on the subway until the perpetrator was subdued by other train riders.

In olden times the hose water tasted VERY good. Not sure whether that's still the case. It was because of the lead, you see.
