Is it that expensive? The cost in wood can't be higher than $1000. The counterweight can be using concrete and some steel for reinforcement if you want to get fancy, that would be most of the cost.
It will take a lot of time to build. You could contact a vlogger or something to make a video where you launch it and split the revenue if you want.
A friend of mine has made them from scrap wood and used rocks for weight.
The thing was pretty fun, we were using it to launch clay pigeons, theoretically it could launch flaming gasoline filled tennis balls 200-250m, or so I'm told.

I bet one could build a properly superior hobby-sized siege engine for a total budget of $1000!
