Personally in my use case if I need clipboard on my headless windows system I wake it with moonlight and then connect with rustdesk. Not the most elegant way of going about it but it works. In assuming Polaris would work similarly for a Linux machine.

Maybe Polaris is what you're looking for. It's meant for game streaming. But of course you can stream whatever you want.

Game streaming is fine and dandy but I need clipboard integration in order to use it for real work.
Edit: x11vnc is a miracle of technology that needs to be replicated with wayland.
