There could be fixed (large) fines for any kind of significant misbehavior on top the the material damages, multiplication factors can be applied to material damages and adjusted until an effect kicks in, fines can be increased with repeat offenses, ...

Alternatively, instead of fines give them "yellow cards" or "red cards" depending on severity and ban them from the next game(s) accordingly, counted as an automatic loss in the league or tournament. Clubs will care about that a lot, same as most parents who might not care about paying a fine will care a lot about losing their daycare spot, if only for a short time.
I suspect they are not actually in a state of extreme emotional turmoil when these things happen, but they rather just enjoy destruction for its own sake and don't care about the consequences for others. The sports event is just an excuse.
Similar things unfortunately exist in other contexts, too. Recently I heard of similar behavior in the camping area of large music festivals being an increasing problem.
Asking for help moving will show you really how far some people will go for you.
That's quite the drastic conclusion to draw from people telling you when they are available (and that not being literally always) to help you for something you most like presented as not critical or dramatic when you asked them. Do you seriously expect people to preemptively cancel all their existing plans based on a hunch you might judge their whole character and the sincerity of your friendship on the sole trigger of a seemingly innocent "hey, when would you be available to help me move?"?
If you want to at least give people a chance to adjust, don't ask "when are you available?", instead try "[date] is when I want to move, can you fit helping me then into your schedule?" at least a few weeks ahead of that date.
The AfD will certainly try to exploit this by pretending there is a causal chain that leads directly from immigration of any kind to tragedies like this. No need to do it for them already before they even started.

The main priority of everyone directly managing individual contributors should be to make sure they can all do their respective job with as little interference as possible. Asking you to waste time by drafting an e-mail for them (aka doing their job for them) is bad enough. But the real failure is not shielding you from all those other nosy idiots afterwards.

Ein Nachteil wäre allerdings, dass eine solche Steuer schnell zu einem bürokratischen Monster mutiert. Wie will man die genaue Wertschöpfung eines neuen KI-Tools im Büro berechnen? In welcher Höhe muss die Leistung einer schnelleren Bohrmaschine eines Bauunternehmens verbeitragt werden? Die Arbeitsbeschleunigung durch ein nützliches Softwareupdate? Wer kann und wer will all diese Feinheiten bilanzieren?
Der andere am Ende vorgeschlagene Weg, eine drastische Erhöhung der Mehrwertsteuer ist wie auch der Artikel selbst schon zugibt unzumutbar für Menschen, die von Transferleistungen leben.
Warum so umständlich, wenn die eigentliche Lösung so offensichtlich ist:
Bringt die Vermögenssteuer zurück!
Von mir aus zunächst in relativ kleinem Stil, aber perspektivisch sollte die Besteuerung von Vermögen die Haupteinnahmequelle des Staats sein. So viele andere Steuern setzen Fehlanreize. Weder Erwerbsarbeit noch Umsatz sollten künstlich verteuert werden. Das gleiche gilt für privaten Immobilien-/Grundstückserwerb.
Selbst die Unternehmenssteuer kann weg, wenn das angehäufte Kapital dann am Ende über die Vermögenssteuer wieder gerechter verteilt wird. Das wär mal ein Schub für die Wirtschaft.

Gerne dürften Steuerschulden auch in Unternehmensanteilen bezahlt werden. Die sollte der Staat dann behalten, aber sich aus geschäftlichen Entscheidungen raus halten. So entsteht dann ganz von selbst ein weiterer Einnahmestrom, weil bei Gewinnausschüttungen dann auch immer wieder was an den Staat ausgeschüttet wird.
