The numbers you're using are nowhere even close. You need to severely increase the ratio by 2 or 3 orders or magnitude.

Mortality rate for some diseases is close to 1 in 3 (measles in infants with co-morbodities) to 1 in 100. With vaccines, we have changed that to 1 in 10k or better (with co-morbodities).

For the live virus polio vaccine, 3 out of a million kids would get polio DUE to the vaccine itself. That is peanuts compared to 50k kids (per million) who get polio despite the vaccine. That's also peanuts when we see that reported polio cases fell from 350k around 1990 to 30 around 2010 despite a huge increase in population.

Some lotta police is more orc (organized, following orders, and if you see a group of them, just turn back)

This person isn't wrong. I know most of school funding comes from property taxes which means more prosperous regions usually have schools with better funding. Moreover per family children are fewer (statistically) in more prosperous families. This makes the schools have more money per student in already prosperous communities.

Federal and state grants may skew this but these have not been >2/3 of funding for a long while

Salt is for flavor and you can put pasta in non boiling water. There are several recipes which do that to reduce cooking duration.

Better pasta, soft water or just boiling till al dente are better solutions.

Legally this might be the same as intentionally deleting evidence. Rigging up evidence to be destroyed could be considered as intent of evidence misconduct, and some judges might not consider there to be a semantic difference given the intended end result to be the same (IANAL but the US judges are crazy)
