If those complaints are considered separately as they imo should be then they are both valid concerns.
Also related is Schrödinger's gangster (or gangsta if you're urban). A feral teen delinquent who only respects violence and force, and also a don of global renown who runs an international racketeering syndicate.
I believe the whole Saints Row series of games capitalizes on this dichotomy.
