I came to the conclusion that it has no outlet at all, it’s a permanent stagnant pond. It stinks pretty bad.

Contact your local mosquito control agency and report it, I'm sure they'll be impressed and might even get the ball rolling towards making McDonalds do something to resolve the issue.
In the meantime, post a professional looking printed and laminated sign that says something like "MOSQUITO POND - Please protect the local mosquito population - Thanks, McSquitoes"

Even that kind of ice sucks. The mosquitoes that live in those frozen places thrive because all the ice melts into ponds and lakes all over, creating breeding grounds for the mosquitoes whose eggs can survive freezing.

Oh? Well maybe my elders weren't as well educated, as that's what I was always taught, that hard freezes supposedly kill off the eggs. Fuck I dunno, if you go out of the city and into the sticks, the skeeters are hella crazy for blood!
I dunno, but here in south Mississippi of all places, I've probably only been bitten by mosquitoes like 6 times in the past 10 years. But the retired mosquito control guy is covered in what's basically obvious skin issues and even skin cancer, likely from the chemicals...

Weird. Is that a culvert at the top of the image? It makes sense that runoff from the parking lot would terminate in a drainage ditch, but why it would have sidewalls like that is beyond me. Maybe it was a misunderstanding from the construction crew.

I bet the pool area was only supposed to have a backstop wall the prevent erosion of the ditch, but the designer didn't feel like it was necessary to detail it. Seems easy enough to fix with a concrete saw and a sledgehammer though.

Perhaps. I don't know where OP is, but there are laws regarding drainage though, which can drastically vary from one area to another depending on various factors such as flood risks and water shortage risks, amongst other factors. So a ~$5 fix might work, that doesn't mean it meets code or legal requirements.
I do notice in OP's photo that it leads to a somewhat shallow ditch that has about a joke of a tiny and potentially easily blocked culvert towards the top of the photo, but I don't know where OP is located nor do I know the drainage requirements of the area.
So, sure, perhaps a simple ~$5 gravel fix might do the trick, but there might actually be even worse code violations there that a simple band-aid fix won't resolve. Do it right the first time, or fix it right this time, and there shouldn't be any problems.
$5 will buy you a plunger, but $500 might remove the actual clog from your sewage lines. Fix it quick and cheap, it might last you a week, or fix it right and reliably, and it'll meet code and last you many more years.
McDonald's can totally afford to fix that right.

FYI someone cleaned it eventually and there is a single 1” pvc embedded in the bottom to drain it to the adjacent ditch. A single leaf completely clogs it.
