Is honey a 'goo'?

I'd classify it more as a syrup, but whether syrups are just a subset of "goo" is up to you

IMO "goo" is usually used when talking about something unpleasant. I think of honey as something very pleasant (barring any accidents).

However, after reading the other comments: I think I'm probably wrong and honey is indeed a goo.

Anything sticky and viscous would count, probably, so yes.

To be slime, you need a certain elasticity or gelatinousness as well. Honey isn't really slime.
