The icing on the cake is having the hitch ball mounted when they've probably never towed anything in their life. Make problems, and destroy some people's knees at the same time.
Keep walking and live my life. I feel like there's a good reason we can't see the fronts of the cars, and what I imagine we're missing is that if the truck didn't back all the way in, the smaller cars would have a problem getting out. If there's no parking for full-size vehicles, the truck is going to be inconvenient somewhere. So if it's not in my way and I can avoid it, I'll just do that.

Then they shouldn't be parked there from the start.
If there's no parking for full-size vehicles
Then, again, they shouldn't be parked there from the start. It's not a difficult concept.
No one has forced them to buy an oversized vehicle. And if the area is obviously not zoned to allow oversized vehicles, they shouldn't even be driving it there.
if it's not in my way
It is obviously in the way for all pedestrians, as there's like less than a quarter meter free space behind the truck, and people need to be especially careful to not fuck up their legs on the hitch.
You don't need to be enraged by idiots, but you don't need to defend their behavior.

Aside from the lack of care for others I think there might be two problems:
the local government is so carbrained this isn't illegal
the local government is so carbrained the fines are too low or the enforcement sucks in another way.
This car should get towed in my opinion. Sure i can walk behind it, but how about that single mom with a stroller or a veteran in a wheelchair? Sure those are stereotypes but we can't have those people deal with this shit by themselves everytime. I think you are right, just because we can pass doesn't mean we should let this be none of our business. Especially if we have a loved one who wouldn't be able to pass this car we should do something about it. Even if we don't, we shouldn't sit idly by if we can do something about it (not saying we should slash their tires though, that will probably only extend the time the problem is there).

Deflate the tires and use the truck bed as a trash can and/or porta potty.

use the tyre as a step to step up onto the bed cover, step across it, and jump down the other side.

I hate these fuckers. This happens a lot in my home town. I was young i just cursed the fuckers and kept going. Nowadays i would deflate the tire.

Parking enforcement.
And maybe check if the hitch is locked in.

This is probably what I'd do. It's free money for the town, isn't it?

Get a grinder and remove the part that is on the sidewalk
Would be very funny
More realistically take a pic WITH license plate and post online anonymously with GPS location
And inform the cops of course
I am not sure if you are allowed to call a towing company on your own, may depend on country laws

Fantasize about violence. Probably no real action other than banging into it when walking on the sidewalk.

Probably ignore it, and hope they got a ticket of some kind. I don't think my area has any parking narc program.

If the city has an app to report this kind of stuff, I'd use it.
