Maybe this will help someone but if you wanna kill everything (and I mean everything) put a clear plastic sheet down over the offending area for a summer. It acts like a greenhouse, heating up and sterilizing the ground, killing the plants (as well as the ground bioculture, but it will recover and killing invasives can be worth it).

I read somewhere that pickpockets put up these signs on purpose, so you instinctively touch the location whatever the most expensive item you have on your person, so that the pickpocket (who is watching nearby) will know where you are keeping it (i.e. a phone in your pocket, wallet in your coat, etc). So, assuming that is true, maybe keep it in mind if you see one of these.

I know that clover is good at fixing atmospheric (gaseous) nitrogen and turning it into a more solid form that plants can use (much like nitrogen fertilizers), but I am not smart enough to know if it is particularly drought-resistant

A higher number indicates a stronger enemy, so seeing a single creature with such a ridiculously high number means that is probably either God or the Devil himself taking the form of a lemur and he is here to cause Pain

They might be smoke testing the system, looking for leaks! Smoke is pumped into water pipe infrastructure and leaks out of potential cracks or undisclosed/illegal sources (such as a company dumping into the sewer system without disclosing it to the city). They do this so they can locate and fix these sources so the water remains uncontaminated by groundwater seepage.
