If I had to guess for most people the limiting factor as you age would probably be flexibility.

That’s not granting the president authority to appoint Senators. It’s granting the authority to (temporarily) appoint executive officers without needing Senate approval.
Things like Secretary of State, Attorney General, etc.

Yes, they’re clearly lying about the severity of his condition, but even if he’s brain dead he could be kept on life support and that would be enough to prevent the senate seat from being vacant.
