Even then, Real ID is new. Most of the country doesn't have one. Most likely because they don't travel and their current ID has not expired. Standard AZ licenses for instance don't expire until you turn 65. Even though you're supposed to get a new photo every 10 years, you could have your first license almost to retirement and still have it technically be valid.
