Looks more like a wasp nest.
If OP hadn't said "petrified" it looks just like a paper wasp nest - that color and curve.

I think maybe corral...it's got a slight curve to it.
Sometimes things do that if they transition phases slowly. One side drying faster than the other for example.

At a cellular tower site. I have small periods of time, throughout the day, that I can stare at the gravel. Rooftops can be a good spot to look, as well.
