I think what he's saying is that they were born into slavery. Yes, they were later freed, but they were the youngest people in that situation, and thus survived until the 1970s with some actual living memory of slavery.
What people mean when they say it was made possible by the exclusion of minorities, is that due to the exclusion of minorities, they were allowed to happen.
It wasn't possible because they excluded minorities. They just did that for fun.
Edit: Apparently I misinterpreted this. Another meaning could be that they would have never implemented these programs if they had to serve minorities as well. So it was made possible by excluding them.
If any one person had to go back thru their ancestors, the would owe and be owed some level of reparations in hundreds of instances and it would be a mess. Better instead to embrace socialism and see that the needs of the people are met regardless of the circumstances of the past.
Even during FDR? He threw 100,000 Americans into concentration camps because of their race. FDR would be at the front of the line to volunteer to exclude minorities. It's really weird that liberals lionize this guy.

And by ancestors, they're probably referring to their grandparents. The last people to be born into chattel slavery died in the 70s.
