"Net zero policy" means any policy, program, or initiative designed to achieve a balance between total amount of greenhouse gas emitted into the atmosphere with an equal amount removed from the atmosphere.
It really is the exact sort of dumb you can weasel out of. "Our program seeks to be carbon negative" is not net-zero, nor is just setting one of the intermediate goal points as the goal (e.g., instead of net-zero by 2050, 50% reduction by 2035). There are some specific restrictions about cap and trade policies and taxes based on carbon content though, so it's not just the net-zero restriction.
America and their governments get dumber by the minute. It is amazing how much stupidity one can cast into a law, being blinded by ideology (or better, idiocity).
