The administration had really lofty attendance expectations, and forgot to account for the fact that Russian bots can’t visit the fair. It is pretty stupid and not very funny. The numbers shown in the knowyourmeme site also shows it is not really a widespread thing, so the entry is probably created by the handful of friends which made it up in the first place.

I had lunch at a pizza place the other day while he was on the TV running his yap about some nonsense. Thankfully the sound was off. He started when we came in. We ordered some pizzas, leisurely ate, sat around for a bit and the old buzzard was still just rambling on about some shit as we were leaving.
I am 100% certain that nobody had any prepared remarks, it's not like he would have stuck to them anyway or even bothered to read. I'm pretty sure that his people just give him four adderall and a red bull, rev him up and send him out there to wander from topic to political enemy, to talking about what he had for lunch to christ knows what.
These are not speeches, these are just the unhinged ramblings of a senile angry old asshole who hasn't the decency to just die already.
