Oh yeah. I used to get 2 or 3 of those every Sunday afternoon. I got used to it and eventually didn't mind as long as they left some real money with it, but the first time you think you're getting $20 and it's just a piece of garbage is a real disappointment.
Do they really think someone's going to want to join their church after getting jerked around like that?
They probably think they are giving you real money. A lot of these folks are prosperity gospel cretins that think God financially rewards the faithful. From their perspective, if they succeed in converting you, they may be giving you a tip worth hundreds of thousands of dollars. It's twisted.

Minimum wage varies by state (or City) from $7.25 to $21.65 per hour.
Typically, the City's with high minimum wages also stipulate it to be the minimum rate before tips.
Those cities also tend to be governed by mostly Democrats while the ones under the thumb of the GOP are very happy watching people try to survive on $7.25

When I was a pizza delivery boy, I just did the cashing-up once a day. The cash register would know how much of the money in my pocket was owed to the boss, and I got to keep the change.
Only time maths was involved was when the delivery cars broke down (which they did all the time) and I had to use my own car and the boss had to compensate me for using my own car.
Guess they're mostly not paying up, then. That's just deducting the difference from the rest of the tip jar until there's nothing left from a given day. And only then are they forced to chip in?!
Just like people receiving the religious version of this. Who cares what those nuts think but fuck them for using fake money to get attention to the stupid shit they say.

Those were the worst. 20 people wearing suits and showing off their expensive gadgets and phones. Everyone orders water and the cheapest thing on the menu. Separate checks, and MAYBE a couple of bucks on the table after they've ran your ass off with refills on freebies.
Just a bunch of tools trying to create the appearance of wealth, when in reality they can barely even afford a meal out.
Back in the day we used to scan twenty dollar bills just to fuck with friends. Can't do that anymore. It'll dial up the secret service before you can open the file!

It's not just a single story, I think this is relatively common.
I worked as a server for 5 years and I received at least 2 of these fake bills as a tip.
I'm guessing this behavior is somewhat regional; my experience was in the deeply religious midwestern usa.
