That's not as common as you'd think! Depending on numerous factors (your race, the branch of law enforcement you're dealing with, the weather, if you reach for your license as instructed "too quickly", etc) they might just shoot you instead!

The joke here is that it's German culture to complain as a form of small talk. I have known two German immigrants and they both did this to some degree. Of course this is exaggerated.
Germans are dual natured. Modest, reserved, conforming and correct during the day. And outgoing, cheerful and loud during off times. German girl can be fun too
