Instead wear a high-vis reflective vest, and/or wear some kind of clip-on lights. I've got a high-power clip-on flashlight that I put on my belt for when I have to walk into our dark-ass parking lot, or otherwise need to see where I'm going and don't want to risk getting run over.

The NPC in question accepted belts from a nearby faction (Crushbone) as a quest item. Since he accepted unlimited numbers of them he was often used to grind.
The first time I explained this to anyone in game, I said he was affectionately referred to by his nickname and someone responded that they didn't want to get affectionate with a nutsack.
I think the issue here is an engineering problem, not necessarily a lack of demand. The sole of the shoes would need to be impracticaly/uncomfortably thick to protect the electronics and keep said electronics from digging into the feet.
We figured it out in the last millennium, I think we can figure it out again.
The real reason would probably be that you'd need to make the soles out of rubber again instead of the cheap foam that almost all modern (fast fashion disposable) shoes are made with these days.
No way, LEDs can be tiny. Just look at how many they cram into displays like your phone or TV. The biggest thing is likely to be the battery but those can be made in all kinds of form factors.
