But wherever there was a Hilton Garden Inn there's USUALLY a Hyatt Place too, and they are also pretty reliably pet friendly. Not owned by the same people either, I checked.

Minneapolis cops? Who knows? Those guys are all over the place. This was the neighborhood where the cop murdered George Floyd, as he looked into the camera and dared anyone to do anything about it. He's in prison now.
In germany, where I live, we also have the freedom to assemble. if two rights collide, the answer is not always easy. A quick google gave me an example of people comlaining about a noisy midnight demo, and the police stating that the freedom to assemble overrules the right of quietness at night. Of course the police is not the final judge of this, but at least it shows that things are not as clear cut as you make it sound.
In America, they'd probably just tell him to get rid of the drums, and arrest him if he didn't comply. Maybe.
There's about an equal chance they just bomb into there, throw him around, destroy his drums, and drag him to jail, and leave his busted up gear behind to get stolen.
There are noise ordinances in America too. Timing, volume, and enforcement vary by location. This guy probably would not last long before cops stopped him.
Make their jobs hell and fewer people will want to do it, duh.
Wtf is this bullshit, like should we show up with a fresh cup of coffee and donuts for the ICE agents so they don't "make a mistake?" Fluff their pillows and tuck them in to make sure they get a good night's rest? We want them to be stressed out, tired, prone to mistakes and outbursts. They kill us when they're calm and well-rested too.
Banging your drums all night outside an enemy encampment has been a tried and true strategy for thousands of years.

Plastic recorders are great. They're portable, durable, and most 5th graders have one. Only downside I see is you can't blow them through a gas mask.
Low quality ones are also wicked cheap. ($2 at my local dollar store)
