This bill requires specified online platforms to establish safeguards for minors. The safeguards include (1) limiting access to specified sexual material, (2) providing parental controls on social media and online video game platforms, and (3) requiring artificial intelligence (AI) chatbots to disclose certain information to users who are minors.
First, publicly available online platforms on which more than one-third of the content is considered sexual material harmful to minors under the bill must adopt technology to identify minors and prevent them from accessing such material.
Next, social media platforms must (1) implement default settings for minors that limit compulsive usage features and the ability of other users to communicate with minors, and (2) provide tools for parents to manage the privacy and account settings of a minor. Social media platforms may not allow ephemeral messaging features for minors.
The bill also requires online video game platforms to provide tools that allow parents to (1) limit communication between a minor and other users of the platform, and (2) restrict purchases by a minor on the platform.
Further, providers of AI chatbots must disclose to users who are minors (1) that the chatbot is an AI system and not a human, and (2) suicide and crisis intervention hotline information.
Finally, the bill requires specified studies and reports about the effects of social media platforms on minors and provides for enforcement of the bill's requirements by the Federal Trade Commission and state attorneys general.

The reason they want age verification isn’t to protect the kids. It’s to verify the entity making a request is a real person and not a bot so they can charge more for the ad space.

It's anger.
I went on Facebook earlier. I saw a post in a 'Lord of The Rings' group that shared a meme comparing orcs to immigrants. The whole joke was that the orc said "my son was born in the shire therefore he is a hobbit" because you know. Immigrants and refugees.
And then I saw a Bobs Burger group where the main post was the family holding up an anti Trans flag. This stuff is daily. The comments are much worse.
I see this everyday and I partially blame all of you here. So many of you here were the 'exodus' people. Convincing every liberal or leftist user to block and ban and remove ourselves from other areas online. Since then everything has become so much worse and even though responsibility is on the poster, I still hold so many of you responsible for quitting when you're needed the most.
I come here to lemmy to see if anything crazy good is happening and it isn't. Like 4chan launched whole ass investigations. A bunch of racist morons performed some of the greatest opsec in internet history. Lemmy is posting about beans and moths and I just don't know what to do beyond being mad at you all.
And I get it, touch grass. But that doesn't help when I log off and go out only to find that the hatred and toxicity from these major platforms is infecting the whole yard. There's no escape. And you people who are suppose to be the resistance can't be fucking bothered. You're like lulled into this weird quiet existence only to be rallied under the most useless civic action imaginable every 2 years.
I just don't know what to do other than be mad and angry.
We should be out there. Identifying these networks and the latest strategies being used to corrupt everything. We should be innovating and building protections with fediverse. Instead we got pro China moderation and censorship and bean memes. I don't know. It's just defeating.
Vivavuvov@lemmy.world · 3 pts · 32d
I'm doing this, daily on reddit. Just copped a temp ban for using arctic-shift to identify and shame agitators. I try and get one to delete their account a day, whilst sharing the tools with others. I'm one person though. (Sorry to reply to you multiple times. You're the first person to reply to me and I'm still figuring out the layout of Lemmy)
I want you to know I consider myself an old-school leftist. I'm fucking angry. And I have an abundance of free time, so I channel it.
I do think a lot of people are waiting until November to decide their next move though. Will it be obviously rigged, or will it be possible to take him down using non-violent apparatus.

We left those platforms because they were corporate owned and did not support us.
Every racist/phobic meme is allowed, we get banned for calling them out. We report them and nothing happens except we get banned for reporting them.
It is not our fault capitalism decided to ban the left and promote hate instead. And 4chans greatest claim to fame for a decade was “shoe on head”.

It is it in the same way deciding not to vote Democrat in a two party system is helping MAGA.
It's so superficial to say you don't care to participate just because you met some confrontation that you weren't comfortable with. It's fine to quit. But don't lie to yourself that it's Benign. When you're part of a mass exodus of people with similar views during these periods where small groups of people are using bots to sway public opinion, that is worse then deciding not to vote.
I don't care if they're nazi platform 3.0. The fact is that is where the public is. That is where our family and friends and Co workers and law makers and judges all are and they're getting their information from. Saying you're too good for it might give you a moment of relief that won't last. The views and opinions and shit posts that the right can now lie and spread increases and that seeps into everyday life.
People for the longest time downplay digital spaces as if they're not critical. Meanwhile they'll also argue that billions are being spent to manipulate these spaces. I argue that part of those billions that were invested went to convincing all of us to abandon these spaces and we did willingly.
I'm starting to see a shift of people coming back. But people need to wake the fuck up and go back to what it was 15 years ago when we actually shut these racist fucks down and didn't let them spread their bullshit. I don't know why leftist today are such cowards, but if they continue with this stuff they're done in the next 15 years. Most won't even admit they did it to themselves
Melvin_Ferd@lemmy.world · -1 pts · 27d
So you know, this week the modern nazi group patriot front is creating lots of posts and comments. So you can say "not my problem" but next year when you're wondering why so many people accepted these racists as heroes, just know it was because they had no push back and could frame themselves as whatever they want. Rinse and repeat every month for whatever the months thing is.

Probably something more like VPN tunneling. The web we have today, but without having to subscribe to an ISP to connect to peers outside your LAN.
canthangmightstain@lemmy.today · 9 pts · 34d
Going to be hard since the hardware sitting between all those wires cost money to run and… that’s pretty much what ISPs get paid do. They’re assholes who shouldn't have a say in what goes through those connections but their job isn’t redundant, someone has to do it to maintain those connections.
null@piefed.nullspace.lol · 5 pts · 34d

And while those are cool and all, they have severe limitations due to the frequencies they use and can not scale past a hobbiest load.
If we want what we consider a "full featured" internet alternative, it will have to be built as a layer on top of the existing internet. Similar to the dark web, it'll be sort of a grey web where tech savvy people convene and don't cause enough fuss to be a target for crackdown. So long as encryption remains legal there are no major barriers. If we lose that it becomes much more difficult.
canthangmightstain@lemmy.today · 1 pts · 31d

There’s no free bandwidth just sitting around and waiting to be exploited, Internet 2.0 will have to be discreet or expensive.

This is such bullshit. If they really cared about the well-being of children, they'd make sure they had free healthcare, free daycare, and free college/trade school.
This is ONLY about connecting our identities with our online activity. They just put a bunch of people in prison for DECADES for possessing writings that were "anti-government," so that allowed them to be classified as ANTIFA terrorists. This will allow them to do that with ANYONE who posts something they don't like.
Just because these parasites claim to have a righteous rationalization for this, doesn't mean we have to accept it. We KNOW they are lying, and the real reason is to control the adults of this country, not the children.

It is not clear to me whether a site would need to be hosted in the US to fall under this law or if they would just need to be accessible in the US.
I would post the definitions but there are 7 titles under this law and 5 of them each have their own definition.
Edit: just to be clear. I hate this law too. ID requirements will kill many platforms or people will use vpns to circumvent.

Archr@lemmy.world · 1 pts · 33d
If they want to do business in the US then it follows that they would need to follow us law when conducting that business. It is the same reason that valve has to follow California law despite not being headquartered in California.
If that weren't the case then businesses would just move to international waters and claim to only need to follow maritime law.

What's interesting is that this is far more an example of a social, rather than political, failing of our society. We can all agree that social media is harmful to everyone in many contexts, but can also provide a certain benefit in the sharing of knowledge, information, and ideas. How many of us had something of a queer awakening after being exposed it on social media? I sure as heck fall into that boat.
I once heard it equated to drinking, your taught from your parents what a responsible (or not) way of in taking alcohol is. Same with driving, same with work. In all these things were there is a fine balance of harm and benefit, we are taught be the older generation. But what if there is no older generation to teach us? Well, as is the case with certain indigenous communities in Alaska where no alcohol existed, you find yourself with no one being responsible. For the regulators, the obvious solution is an outright ban. But banning subsistence that are "bad" for you if addictive, never works. Prohibition, and the war on drugs are key examples of that.
We see this and scoff, because we are the ones who, though trial and error, found something approaching that balance. We see the harm is not in the social platforms themselves, but rather in the algorithmic monetization creating great psychological harm for everyone. We see that anyone using the internet is (more or less) a pseudonymous peer, and attempting to classify groups by geography and/or age is quite foolish. We also see the abuse and harm that attempting to do so would cause. Unfortunately, but rather predictably, the politicians are corrupt ass hats in the pocket of big-tech and invariably, make exceedingly stupid laws greatly to the detriment of the people. It is, therefore, of my opinion that the only reasonable solution is to get rid of them in their entirety Ⓐ.
GalacticRobot@lemmy.world · 4 pts · 34d
I am not sure I agree with this. Many if not most here grew up, and were raised on social media. We saw the risks, saw the dangers and were warned, and instead of teaching the next generation about those things, we shoved iPads in front of them and said we were too busy to pay attention.
Same thing is happening with AI. A generation learning about it, being involved with it, and instead of recognizing the pit falls, they are offloading their brains to it so they can watch Netflix and order Doordash.
Society is cooked, and the signs have always been there but we ignored them and decided to yolo instead.

While I disagree with the premise of the bill, I only take issue, when it comes to application and enforcement, with sec 103 not explicitly stating what is stated in other sections that the verification method shouldn't be based off of government Id. However, saying that, I think that if it were possible I would be okay with this legislation, but I cannot fathom a way in which you verify someone's age without using government id, considering that the only proofs of age as far as I am concerned is birth certificate and the documents that are based off of it.
