Technically, territories don't count as provinces so that would make it the 11th.

Or rather 4th territory since the US has demonstrated it can't be trusted with full self governance for at least a few decades. Call it the "South Territory".

I think Canada and Mexico should split America. Mexico takes the south west, Canada takes the north, Hawaii becomes independent and the south east can be renamed "The Union", which consists of all the worst parts of what was America, just like they want.
