Because of Newton's first rule. Similarly, an engine won’t start by itself, you have to turn it first. So just push the truck forward to give it momentum, and the magnet will continue pulling it forward
Used to be that troll science comics show off things that wouldn't work in reality. Like tying a toast to a cat, so that the cat after dropping will endlessly spin in the air (buttered cat paradox).
Newtons 3rd law states all forces come in pairs which act equally and in opposite directions. The magnet exerts a forward force on the truck and the truck exerts an equal force backwards on the magnet. Because the magnet is physically attached to the truck, there is no way for this to produce a non-zero net force on the system we are trying to move; so the truck will not accelerate.
This is similar to sitting on an office chair with your feet up and trying to push yourself forward by pushing on the back of the chair with your hands. Doesn't matter how hard you push, the chair will not want to accelerate.
You have to spin the magnet on the truck real fast to turn the force acting on it into rotation. And the other magnet needs to be an electromagnet. Ok, so you need two donuts, one a web of copper, and the other a liquid conductor like gallium. And you need a big computer. And more drugs. We always need more drugs.

Cartoon logic says it works. Real locic says the pushing cancels the pulling.

How come an engine can't start its own but I can cum on my own with out turning me on first ?
Flower@sh.itjust.works · 14 pts · 3d
Male, breathing, beating heart. You're turned on, there is no other way.

How about take a toriodal magnet, mount it perpendicular to the ground, lower the magnet until it rests on the ground, then spin the magnet.

Magnets don't attract metal.
Both are attracted to each other.
