Depends. One central authority responsible for everything seems like a really bad idea. On the other, one central authority responsible for things like human rights and ecological risks seems like a really good idea. In general I like recursive federated government, with the highest levels having the narrowest scope and deferring most things to lower levels.

If you can figure out a way to dismantle the train without opening the door to a train that's just as bad if not worse, I'm all ears

I mean yeah, and you should do that, but that doesn't solve the larger problem. Yes it's allowed, but appropriating the labor of others shouldn't be. This is like trying to counter abolitionists by saying they're allowed to run a plantation without slaves.
