Once the virus is out in the wild, it is out of anyone's control. It will evolve in whatever direction it will. Maybe it will escape the vaccines developed to keep their side alive. Maybe it will just become less deadly before it kills off enough people to collapse the enemy's base.
It looks like our immune systems are pretty good actually and those who get sick might just be the tip of the iceberg while most of the population gets immunity from asymptomatic infection.
These two items work against each other. If you try to make a virus that will infect the entire herd, it might be more likely to also be able to attack you regardless of what vaccines you have. If you try to make a virus that won't be able to escape your vaccine's immunity, then the herd might just develop immunity themselves and the virus dies out after only killing a small portion of the population.
So given that, I don't think a weaponized virus is an effective tool to eliminate enemies with because it's both too risky and too unreliable.

The funniest thing is that all the while China is the largest creditor of USA by far, and USA has had foreign investment pouring in overall all those decades.
USA had the money not just to maintain but rapidly advance, and a head start. To bite the dust in this situation is some serious incompetence.

The trend is what matters. China: electrification is going so fast it's hard to follow. Pollution is going down very fast. The USA: cancel all plan to promote EVs and weaken regulation on gas cars: pollution is to go up. And that's not including public transportation offset on the cars density, where China is basically 40 years ahead…
The cross-point on air quality might be much closer than you think.

Is it though? Have you been there or lived in a place with high smog and low air quality? Do you or your child have asthma? I made the comment simply as a note of the current condition - you sometimes literally can have a hard time seeing the city skyline in Beijing and I've never been to places like Hotan and other more industrial areas where it is worse.
Living or even visiting a place and saying it's the trend that matters sounds like politician speak. Tell that to your lungs and brain while you sit in the pollution.

I lived in China for 6 years. I experienced smogs dense enough you couldn't see a building 10m away.
I've been travelling to Shanghai on several occasions and went there again last year.
The improvement now vs 10years ago is dramatic! I'm not saying it's all fine, but I will say this: now I live in Canada (Québec) and forest fires make the air here worse than what it is in Shanghai on a regular basis.

First comparing anything to the USA is a pretty low bar. Second when it comes to issues that affect health trending is great but it's not as important as the current conditions when it comes to traveling to or living in a place. Our lives are too short to accept 'trending' for these kinds of issues.

I think covid might have put a pin in anyone planning to try to take the world using a virus. Two main problems:
These two items work against each other. If you try to make a virus that will infect the entire herd, it might be more likely to also be able to attack you regardless of what vaccines you have. If you try to make a virus that won't be able to escape your vaccine's immunity, then the herd might just develop immunity themselves and the virus dies out after only killing a small portion of the population.
So given that, I don't think a weaponized virus is an effective tool to eliminate enemies with because it's both too risky and too unreliable.
