While both words involve giving reasons for an action, to justify means to prove that an action is right, moral, or valid. To rationalize means to invent socially acceptable or seemingly logical excuses for an action after the fact to make it appear reasonable.

The law is not written in stone. Different DOJ's interpret things differently, from other DOJ's. That is why a "well-written" law is ambiguous, so it can potentially generate large amounts of legal costs and fees.
