Without knowing the particulars of the circumstances, itâs very difficult to say that she acted in a predatory manner towards these people. My broader question is this: are there any circumstances in which an employee can truly consent to sexual activity with their employer? I worry that answering ânoâ to that question unfairly infantilises people, while I simultaneously worry that answering âyesâ justifies abuse of power to extract sexual favours.
Itâs a very difficult puzzle, and one that I would personally argue heavily relies on context and the accounts of those who we fear may have been sexually abused. Iâm reminded of the Bill Clinton/Monica Lewinsky saga which posed very similar questions, and to which youâve also alluded in your comment.

Regardless of if the individuals she was fucking were fully consenting or not it's unethical. It's going to lead to favoritism of those individuals over the ones who aren't fucking her.

They're employees.
These people only want to have relationships with people they can destroy if it doesn't go their way.
Just because they're both adults, doesn't mean it can be fully consenting.
Even if it starts out 100% consenting, imagine sitting there one day at dinner trying to decide if ending the relationship also means ending your job.
These things are always about power imbalance with them.

I'd agree with you if it weren't for her blatant hypocrisy and judgment of others. If what you say in public doesn't match what you do in private, and you're a public figure meant to represent others... your lies and deceptions should be made clear to all.

Adults or not. Imagine if your boss came on to you. Even if you liked them and thought itâs something you wanted to do, they still hold âpowerâ over you: âwill I be denied a promotion if I say no?â, âwill I be fired if I break up with them?â, âwill I get this promotion if I sleep with them?â.
Even if itâs consenting, the fact they they can have a direct impact on your job means that it is not an equitable situation that is of mutual consent. Thatâs why companies have rules about dating in the workplace or nepotism.

âMeeting their SOâ buries the lede. Thereâs a difference between that and what itâs someone in your direct reporting chain that you have control over / control over you. Iâm not talking about two people in different departments. Generally HR doesnât care about that. But reporting structures lead to lawsuits.
And just because itâs ignored, doesnât mean itâs right. Thatâs like saying âshe was only slightly drunk, so it doesnât matterâ

It's a government job. She was also using her campain money and people taxes to rent cars and hotels to fuck her staffers. She even paid one of them $200,000 to stay silent.

Thatâs actually the most interesting part - House rules bar House money from being used for private settlements with staffers. If someone gave her 200k, who was it? Was that a campaign contribution? Was that contribution documented and taxed? Very interesting financial questions
