No. Kentucky's governor should just immediately appoint a replacement, because the law requiring a special election was already unconstitutional (according to KY's state constitution) to begin with. Regardless of this fucking chicanery nobody should be pushing to give them excuses to water down election integrity or change established rules on the fly. He can be ousted in the midterms.
Part of the problem is Mitch McConnell's absence advantages the Democratic party since it leaves the vote vacant as absent.
If a special election were had, a Republican would surely replace McConnell, and they would vote on the Senate floor.
This lends evidence McConnell is still alive, and the GOP is unwilling to pressure his administration to step down. It's a situation similar to Diane Feinstein.

It might be proper to pass forcing officials to step down id they are absent for a set length of time, and to mandate periodic proof-of-life correspondence in order to keep elected office. Confirmations of life and condition by a professional under penalty of perjury during absence might also be in order. But this is all conversation for the post-revolution constitutional committee.

I read that the reason it's being hidden/blocked is because it's pretty likely the republican seat could go to a democrat seat if they allow the seat vacant, due to who would be electing the special election for the position, thats why they plan on just waiting until he naturally is removed from seat instead to allow for a proper vote. They would rather be down a vote than be down 2 votes.

So not only are they refusing to give up the seat to deny the special election from taking place and potentially lose it to the Dems, they are also casting votes for a corpse.
